The Ohio House of Representatives approved legislation on Wednesday that eliminates Ohio's overlapping public library taxing districts. Sponsored by State Senator Bill Beagle (R - Tipp City), the bill also provides libraries with new tools to operate with greater efficiency and flexibility. "A handful of Ohioans live in overlapping library districts, which results in a double-dose tax burden," Beagle said. "This situation should not exist, and the bill is a bipartisan, common-sense approach at resolving it." The measure also provides public libraries the ability to carry unencumbered funds forward by a simple majority vote of the board. Additionally, the legislation increases the threshold for competetive bidding from $25,000 to $50,000 and allows a County Budget Commission to eliminate the requirement that libraries must prepare tax budgets. Having passed both chambers of the General Assembly, the bill now awaits the signature of Governor John Kasich.
Senator Bill Beagle serves the people of Ohio's 5th Senate District, which includes Miami County and portions of Montgomery and Darke Counties.
